When it's ok to break rule?

I think when we can break rule is when we have a emergency, because if someone in our house have something to go fast and we also need to go so at that time we can break a rule. It is very important to know when we can break a rule in the school , but in the museum we can't break the rule in there, because if they said that we can not tough something so we can not tough it.
